Leaving message when refused/timeout

Our setup has not changed and we've never used/activated: "Visitors can leave a message when operators are online".

We have since observed in recent versions that if a chat is declined or times out, they now just get a message and no ability to leave a message.

The behaviour has changed.

We don't want to enable the above otherwise we'll get messages when chat should be used.

How do we return to the old functionality.

Can you provide detailed step by step instructions explaining how to reproduce this issue?

I don't see any chance to leave a message when "Visitors can leave a message when operators are online" is inactive.

Yes, that therein is the problem.

There needs to be a half state. We want a message to be left if agents are busy, chats time out or declined but we don't want them to be able to just leave a message without trying to chat.

The old behaviour used to allow this but has since changed.
